1. All the councils of the council will be held at the Union Parishad office. For reasonable reasons the chairman can change the meeting place.
2. No meeting can be canceled or adjourned by not giving notice to the members at least 3 days before the meeting.
3. Chairman shall preside over all the meetings of the European Council meeting. In his absence, acting chairman and in absence of both, a member nominated by the present members will preside. (37 (2) section of the Local Government (Union Council) Ordinance 1983).
4. There was no jurisdiction in the formation of the Council, or any post was vacant, or there was no jurisdiction to participate in the election or to vote or participate in any other work, merely because no action or proceeding of the council would be canceled (Article-37 (3).
If the Chairman does not make any other decision and the concerned people will be present in all the sessions of the council, subject to coordination of the place.
6. For the formation of quorum in general and both types of sessions, only half of the members of the council are required. If the total number of members is unattainable, add 5 to the maximum.
7. If the quorum is not, then the general and special type of session will become fundamental.
8. The general assembly does not require any quorum.
9. In the special session, there is no quorum if there is no third-party presence.
10. The Chairman can make any meeting by showing appropriate reasons in writing.
11. Before the session begins, members will have to sign the relevant attendance register.
12. In order to consider any matter, the Upazila Parishad or the Deputy Commissioner will have to be included in the agenda.
13. The decision will be taken in the meeting on the basis of majority voting. In the case of both sides, the chairman can cast for casting. The absentee member can not vote in the meeting.
14. After the formation of the quorum, if any decision was taken in the meeting, it would not be canceled due to not receiving any member's notice.
15. All the meetings of the Union Parishad should be recorded in the relevant resolution of the proceedings (Article 37 (4).
16. A copy of the minutes of the meeting for public information should be kept on the notice board of the council.
17. The decision taken within 14 days of the proceeding of the meeting will be informed to the Upazila Parishad and a copy will be given to the Deputy Commissioner (Article 37 (5)).
18. No decision taken in the meeting without the written permission of the district council or the deputy commissioner or at least two-thirds of the subjects concerned, can not be taken in the meeting for re-review within six months.
